Context

MdM-France is present in 3 countries on the American continent: Colombia, Mexico, and Panama.

In Colombia, MdM has been working since 1987, developing actions in the areas of primary healthcare, sexual and reproductive health and mental health. We work with populations that are victims of the armed conflict, indigenous and afro-descendant communities, survivors of gender-based sexual violence and migrants.

In Panama, MdM-France has been present since 2024 to respond to the crisis in Darien (border between Panama and Colombia).

MdM-France has been in Mexico since 1994 and currently has two operational bases – Tapachula and Ciudad Juarez – and a coordination office in Mexico City. MdM implements actions to improve access to health for the migrant population, including sexual and reproductive health care, specifically gender-based violence. The work is based on supporting local organizations and coordinating with health actors in the areas of intervention.

Job description

Within the framework of these missions, MDM-France is seeking a Humanitarian Access and Security Advisor (HARA) to support the Latin American missions.

Under the International Operations Department, the service supports our international and national programs and several members of the MDM network.

The main objective of the Regional HARA is to improve the analysis, support operational management and access, safety, security capacity building of the MDM team working in different countries in Latin America.

Under the supervision of the Head of the Security/Safety Unit, he/she will establish regular remote relationships with MDM’s key security managers in these countries and will work closely with the Desk officer and will conduct regular visits to the countries covered.

Your main responsibilities are the following:

  • Monitor country security 
  • Support the implementation and updating of security tools
  • Train teams in the field and at headquarters
  • Support missions in case of incidents/crises
  • Evaluate high-risk missions
  • Develop a culture of safety in our programs and at Headquarters level

Vos conditions d'emploi

  • Starting date: as soon as possible
  • 6-month contract
  • Gross monthly salary: €3,570
  • Position based in Bogota, Colombia with regular field visits (50% of the time)
  • Not a familiy position
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Individual housing allowance: COP 4 176 056
  • Transportation cost, vaccines and visas covered
  • 22.5 recovery days per year
  • 5 weeks of paid leaves per year
  • Health insurance (50% covered by MdM)
  • Insurance (repatriation…)

Votre profil

  • Humanitarian security/security education/training (ideally at least 3 years of higher education)
  • Significant experience as a safety/security officer/referent/LogCo/HoM/FieldCo, preferably in the humanitarian field
  • Significant experience in humanitarian organizations, including missions in high-risk countries/regions
  • Experience in the LATAM region is a prerequisite
  • Ability to understand and analyze context, population, country, international policies, operational positions, and their interactions
  • Ability to anticipate, alert, and manage complex situations
  • Ability to guide people through security incidents
  • Proficiency in security tools (risk analysis, incident reporting, etc.)
  • Ability to create and animate security / safety management training courses
  • Basic knowledge of cybersecurity and data protection
  • Ability to work under pressure in a volatile safety environment
  • Excellent interpersonal skills (internal and external)
  • Ability to work in teams and network, and to adapt language to different people
  • Languages: Spanish fluent (C2), English or French mandatory (at least C1)
