It has continued to bear witness to obstacles that exist in accessing healthcare and has secured sustainable improvements in health-for-all policies.
Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.
MdM France currently works in 30 countries across all continents to facilitate access to healthcare through 6 political battles:

The mission of Medecins du Monde in the South Caucasus has been operating in Georgia since 2004 and in Armenia since 2020.
In Georgia, MdM has been working mainly on Harm Reduction projects related to HIV and HCV prevention and treatment among People who Use Drugs (PWUD). Over the years, MdM has worked closely with local partners and civil society to ensure sustainable impact, including capacity building of communities. MdM is currently planning to build on its experience and pursue its support to community-based organizations working with key populations.
In Armenia, MdM has provided aid in natural disasters and war time emergencies. Following the earthquake in Armenia in 1988, MdM provided emergency support to the impacted population. In 2020, MdM implemented a Harm Reduction program to reduce the risks of transmission among the most vulnerable populations. In parallel, due to the conflict over Nagorno-Karabakh region, MdM implemented an emergency program focusing on displaced families, specifically targeting women and children. Now that most of the displaced are registered within public health services, the program plans to address the gaps in SRH and MHPSS services in the public health facilities.
In both countries, MdM is currently developing the CUTTS HepC (Catalyse uptake of Under-utilised Tools & Treatment Simplification for HepC) project, funded by Unitaid. MdM is the leader of a consortium formed with three other partners (INPUD, Burnet Institute, University of Bristol). This pilot program focuses on the prevention, screening, and treatment of hepatitis C among PWUD, with a strong research and demonstration component.
At the regional level, the mission aims to facilitate the exchange of experience and best practices between both countries and to support regional dynamics on capacity building and advocacy.
Job description
Under the supervision of the regional coordinator, you will be responsible of the definition and implementation of the funding strategy as well as donors’ proposals and reports writing and ensuring compliance with donors’ requirements.
You will work in close collaboration with the Coordination team as well as with the Program Support Officer and Institutional Funding Officers in HQ.
You will advise on donors’ compliance, rules and regulations, guidelines dissemination and acceptance by all relevant staff.
You will strengthen the capacity of the program team proposal development, donors report writing and program capitalization.
You will serve as the Focal Point for the Mission communication initiatives / strategies to promote visibility on MdM works in the South Caucasus.
Your other main responsabilities will be to:
Donors proposal management
- Be the focal person for projects development
- Participate in the search for funding at the field level
- Develop simple guidance for the Mission to follow in resources mobilization
- Provide timelines and action plans and ensure timely submission of project proposals and reports
- Make sure that the proposals match the MdM mandate and strategy in the South Caucasus
- Take the lead in the writing of the proposals and the compilation of the different contributions
- Ensure consistency among the different components of proposals
- Be the focal point at mission level for HQ for grants/reporting, and consider donor compliance and guidelines
Donors and internal reporting
- Based on HQ grants tracker ensure good follow-up of the reporting deadlines on a regular basis
- Support the mission in the coordination and writing of donor reports
- Ensure timely submission of reports to HQ or consortium lead agency or donors
- Ensure compliance with the donor deadlines, including developing and disseminating timelines and action plans
- Follow up on mission-level reporting and ensure that documents are submitted on time
- Take the lead in the writing of the reports and the compilation of the different contributions
- Work in close collaboration with the departments, to ensure consistency among the different components of the reports
- Act as a focal point for report related queries, e.g. templates and compliance
Donors engagement
- Overview and update all donor strategies, requirements, rules and regulations; ensure their good dissemination
- Carry out regular donor mapping exercises and identify new funding opportunities in line with the program’s strategy
- Maintain a database of current and expected call for proposals
- Approach relevant donors for potential funding
- Attend meetings and/or assist the regional coordinator in meetings with donors and compiling related communications
Memorandum of Understanding / Partnership agreements
- Contribute to the writing of needed operational MoU, partnership agreements or amendments
- Ensure smooth communication and collaboration with partners when included in consortium
- Ensure proper filing system for the mission, including the partnership information
- Ensure the lead of the writing / reviewing / compiling / piloting of such agreements
Communication
- Contribute to develop internal communications products for the Mission
- Support program visibility and communication initiatives to collect images, success stories and other contents
- Support program staff draft or review factsheets, presentations, lessons learned documents, and any other media resources
- Ensure that program communications activities are in line with donors’ communications and visibility guidelines/contractual requirements as well as MdM brand guidelines
- Develop, maintain, and promote MdM South Caucasus’ visibility via prior-approved social medial platforms
Vos conditions d'emploi
- Starting date: as soon as possible
- 2-month contract
- Gross monthly salary: €3,306
- Position based in Tbilissi with regular travels to Erevan
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)
- Transportation cost, vaccines and visas covered
- 22.5 recovery days per year
- 5 weeks of paid leaves per year
- Health insurance (contribution 50% covered by MdM and 50% by the employee)

Votre profil
- Higher education degree in international cooperation, humanitarian studies, international relations, project management, or other related field
- 3 years’ experience minimum in a similar position in a humanitarian context
- Experience in multi-donors’ budgets in humanitarian and development context
- Training and capacity-building experience
- Excellent communication and representation skills both written and oral
- Excellent organizational skills including time management and ability to meet deadlines
- Languages: English and French are mandatory (excellent level required in both oral and written). Knowledge of Russia, Armenian or Georgian is an asset
