Context

Yemen remains entrenched in a complex humanitarian and political crisis, stemming from a civil war that began in 2014. The conflict primarily involves the Houthi/Ansar Allah movement, which seized control of the capital, Sana’a, and the internationally recognized government backed by a Saudi-led coalition. Despite numerous peace talks and ceasefire attempts, a comprehensive resolution has yet to be achieved.

MdM’s strategy in Yemen is holistic, addressing immediate health needs. The mission is working towards long-term improvements and resilience in the healthcare system through primary health care, sexual and reproductive health, protection, mental health support, capacity building, and advocacy. MdM aims to alleviate suffering and promote resilience among the Yemeni population.

Job description

Under the supervision of the deputy general coordinator and in collaboration with the mental health advisor based at HQ, you are in charge of overseeing all MdM’s MHPSS programming for the Yemen response.

Your main responsabilities are the following:

Program coordination and management

  • Coordinate the MHPSS programming including strategy development and monitoring of multiple projects
  • Ensure the MHPSS activities are designed, implemented and integrated in all MdM-supported health facilities
  • Implement the project in line with MdM’s and global MHPSS standards and guidelines
  • Support the development of MHPSS referral pathways with NGO(s) partners and external service providers
  • Map MHPSS needs and develop strategies to address identified gaps and requirements
  • Ensure supervision of the MHPSS teams for monitoring the quality of delivered services
  • Ensure that the MHPSS program responds to any change by adapting if necessary (outbreaks, new needs arising, opening of new programs, influx of IDPs, etc.)
  • Ensure MHPSS program budget is consumed according to plan

 

Capacity building and technical support

  • Participate in the recruitment of the staff under your technical responsibility
  • Manage the MHPSS teams, including field-based MHPSS officers, and psychologists
  • Provide continual technical guidance and support for MHPSS-related training and supervision, as needed
  • Prepare and implement a Training of Trainers (ToT) program on PFA, PM+ and others
  • Train MdM staff on MHPSS topics to ensure adherence to global and MdM MHPSS intervention framework

Coordination and Representation

  • Coordinate regularly with health and protection teams for an integrated approach to activities and training
  • Work closely with support departments to support program administration and the logistical implementation
  • Participate in MHPSS coordination meetings for information sharing, collaboration with partners, referral mechanisms, and advocacy for best practices
  • Ensure close coordination with UN agencies, NGOs, MHPSS local partners and local authorities in MdM area of intervention

Monitoring, Reporting, and Evaluation

  • Oversee monitoring and evaluation of MHPSS programming, development of M&E tools, and collection and analysis of program data
  • Prepare MHPSS reporting on a regular basis, as the focal point for the MHPSS team
  • Supervise the development and implementation of evaluation systems
  • Support donor reporting and proposal development for future funding

Your conditions of employment

  • Starting date: March 2025
  • 12-month contract
  • Gross monthly salary: €3,306
  • Position based in Sana’a, Yemen
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Guesthouse housing
  • 22.5 recovery days per year
  • 5 weeks of paid leaves per year
  • Health insurance (50% covered by MdM and 50% by the employee)

Your profile

  • Minimum 4 years of relevant professional experience in a similar position in the humanitarian sector
  • Experience in health project management within a humanitarian sector or a related field
  • Previous experience, knowledge and skills in integrated programming, emergency unit and protection is an asset
  • Expertise in project cycle management and its relation to data analysis
  • Solid knowledge and experience in leading mental health assessments
  • Experience in working with local authorities, and local partners
  • Previous professional experience in Yemen/Middle East is an asset
  • Knowledge and understanding of project management tools (logical framework analysis, project cycle management, objectives, and indicators, reporting etc.)
  • Experience in managing several multi-faceted projects across several areas
  • Capacity building skills
  • Coaching, leading, and supportive management style (experience managing and supervising staff)
  • Confident and proficient in the use of MS Office
  • Reactivity, anticipation, adaptability, capacity to take initiatives
  • Languages: fluent English mandatory (oral and written). Knowledge of Arabic is an asset
