Context

MdM strategy in Palestine focuses on 2 pillars: Emergency Preparedness and Response (EPREP) and Sexual & Reproductive Health and Rights (SRHR), with two cross-cutting topics: Mental Health & Psychosocial Support (MHPSS) and gender mainstreaming. In MHPSS, MdM intervention in the Palestine is focused on provision of MHPSS emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at Ministry of Health (MoH) Primary Health Care Centres (PHCCs).

MdM Palestine has one office in Gaza, a base in the West Bank (Nablus), an office in Jerusalem, and a coordination office in Bir Zeit – Ramallah.

Job description

Under the supervision of the the deputy general coordinator in charge of support services, you have the responsibility to define, adapt, plan and supervise the implementation of the mission’s human resources, including internal procedures and policies, compensations and benefits, talent management, disciplinary measures, career development and team building while respecting the local context and legislation and MdM policies and values.

More specifically, your main responsibilities are the following:

Strategy and monitoring

  • Define and revise the HR budget and HR needs to guarantee that the mission has the necessary HR capacity
  • Improve the organizational chart, clarifying hierarchical and functional links and follow/update the set-up
  • Participate to the definition of HR needs regarding project proposals
  • Ensure reporting on HR indicators (internal and external) to the mission managers and HR Advisor
  • Ensure fair working conditions and compliance with local legislation and MdM’s vision, values and HR principles

Administration

  • Ensure that every employee file is updated according to MdM standards
  • Supervise the HR database management, ensuring all important staff information is complete and up to date
  • Lead on and supervises the monthly payment of salaries and taxes in conjunction with the finance department
  • Coordinate the monthly follow up of HR tools and ensure sharing with HQ
  • Participate in the rolling out of the classification and salary grid within the mission as well as the salary policy for national staff
  • Manage all of HR related aspects related to expatriate staff in the mission jointly with the HR Advisor

Team management

  • Recruit the staff under your direct or technical responsibility
  • Provide regular evaluation to the team under your direct or technical responsibility
  • Reinforce the capacity building of the HR department staff

Policies and Tools

  • Review and improve the HR policy in accordance with the legal framework of the country and MdM core values
  • Ensure complete implementation and application of the MdM HR policies
  • Ensure access to the necessary HR tools by all field teams
  • Ensure that all staff are informed and trained about the existing policies
  • Ensure, in collaboration with the medical team, the implementation of medical policy
  • Establish, update and implement the recruitment processes and procedures, and supervise the overall recruitment of national staffs and monitor them
  • Ensure a good knowledge of labour market: in terms of profiles available, level of qualifications, specificities, participating/realise benchmarking studies
  • Under the deputy general coordinator for support services, support the implementation and follow up of the Expat HR policy

Technical support and capacity building

  • Perform regular field visits, to control and supervise the Human Resources matters
  • Review the existing evaluation mechanism for career management and mobility of employees and carry out necessary changes for improvement
  • Carry out the capacity building trainings of managers on all relevant HR procedures
  • Centralize and coordinate the annual training plan and support its implementation
  • Develop the yearly training needs assessment, define and coordinate plan for the mission’s staff
  • Identify key staff and promote mission mobility considering the mission requirement
  • Provide HR management expertise to the managers if necessary: conflict and stress management, early stress detection, internal communication
  • Detect potential conflicts within the mission, improve managers’ awareness and take a proactive approach to resolving conflicts
  • Supervise and coordinate disciplinary procedures and investigations, ensuring that they comply with internal policies and local legislation, while guaranteeing fair and transparent treatment

PSEA Policy

  • Support the deputy general coordinator in charge of support services and the general coordinator regarding the implementation of the updated MdM PSEA policy and ensures its implementation for complaints related to MdM staff
  • Ensure the implementation of a reporting and complain mechanism as per MdM’s PSEA policy
  • Train HR staff on presentation and implementation on PSEA policies
  • Ensure visibility within the offices, on PSEA policies at work and define a prevention plan, if needed

Legal Compliance

  • Support the deputy general coordinator in charge of support services regarding the timely renewal of MdM MoU/Registrations with line ministry (MoLSA and related administrations)
  • Ensure local tax laws are followed, and paid according to legal requirements
  • Supervise the process of expatriates’ visas, perdiems, travel authorizations with relevant ministries, authorities on timely manner. Alert of any changes in the local regulations, labour or immigration laws
  • Supervise the organization on all legal documents including employment contracts in a secured file
  • Establish and monitor legals aspects (contracts, CoE…) with the support of a labour relations lawyer

Your conditions of employment

  • Starting date : April 2025
  • 3 months fixed term contract (renewable)
  • Gross monthly salary: €3,306
  • Position based in Bir Zeit-Ramallah, with regular field visits to Nablus and Gaza (considering the actual security constraints, Gaza support is now remote)
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Guesthouse housing
  • 22.5 recovery days per year
  • 5 weeks of paid leaves per year
  • Health insurance (50% covered by MdM)
  • Insurance (repatriation…)

Your profile

  • Three-year degree in management or HR related studies
  • Three years of experience in the same position with at least two years in the international humanitarian sector
  • Experience in a conflict setting or challenging environment is an asset
  • Experience with MdM is an added value
  • Negotiation, management and leadership skills
  • Good knowledge of training and recruitment process
  • Skills in budget analysis, payroll analysis, HR policies implementation and legal expertise
  • Excellent Windows skills (Word, Excel…)
  • Fluency in English is mandatory (both oral and written). Knowledge of French and/or Arabic is an asset
