Context

MdM has been working in Lebanon for nearly 30 years and specifically on the response to the Syrian crisis since 2012. The goal of MdM in Lebanon is to offer care to Syrian refugees and vulnerable Lebanese affected by this crisis. Currently, medical assistance is provided through one partner in one Primary Health Care Center in north Bekaa. MdM’s MHPSS intervention in Lebanon aims to strengthen the national mental health system and increase access to quality mental healthcare. MdM is working in the integration of mental health in the primary healthcare system and contributing to the development of a community-based mental healthcare services, opening and running community mental health centers (CMHC), in coordination with partners for the substance use, gender and inclusion components. 

Since September 23, 2024, and the intensification of the conflict between Israel and Hezbollah, Lebanon has entered a humanitarian crisis, with almost a million internally displaced persons (IDPs). MdM is stepping up its emergency response in areas where it is already active and is planning assessments in other parts of the country.

MdM’s activities are based in Beirut, Bekaa Valley and Tripoli.

Job description

Under the supervision of the deputy general coordinator in charge of support services, you will have the responsibility to define, adapt, plan and supervise the implementation of the mission’s human resources infrastructures including internal procedures and policies, compensations and benefits, talent management, staff disciplines, career development and learning or team building while respecting the local context and legislation and MdM policies and values.

Your main responsabilities are the following:

Strategy and monitoring

  • Define and revise the HR budget and HR needs
  • Improve the organizational chart, clarifying hierarchical and functional links and follow the set-up for its monthly update
  • Participate to the definition of HR needs in terms of writing project proposals and any amendments
  • Participate in internal reporting (ex: monthly sitrep) and external reporting (ex: donor reports when needed)

Administration

  • Ensure that every employee file is updated according to MdM standards
  • Supervise the HR database’s management, ensuring all important staff information is complete and up to date
  • Supervises the monthly payment of salaries and taxes
  • Coordinate the monthly follow up of HR tools
  • Ensure the rolling out of the occupations and salary grid within the mission as well as the salary policy
  • Management of all HR related aspects related to expatriate staff in the mission jointly with the HR Advisor

Team management

  • Recruit the staff under your direct or technical responsibility
  • Reinforce the capacity building of the HR department staff including accompany and coaching
  • Develop individual action plans and proceed to regular professional evaluations of the team

Policies and Tools

  • Review and improve the HR policy in accordance with the legal framework of the country and MdM core values
  • Ensure complete implementation and application of the MdM HR policies and propose improvements or adjustments
  • Provide the necessary HR tools to all field teams considering MdM standards
  • Ensure that all staff are informed and trained about the existing policies
  • Ensure the implementation of medical policy
  • Supervise the overall recruitment of national staffs and monitor them
  • Ensure a good knowledge of labour market: in terms of profiles available, level of qualifications, participating/realize benchmarking studies
  • Take part in disciplinary procedures and investigations
  • Support the implementation and follow up of the Expat HR policy
  • Support manager to manage conflicts, when necessary, in order to ensure labour legal compliance and to improve manager awareness
  • Ensure that staff are employed in an environment that offers fair working conditions and complies with local legislation and MdM’s vision, values and HR principles

Technical support and capacity building

  • Perform regular field visits, to control and supervise the human resources matters, and report to the related coordinators for implementation of key recommendations
  • Review the existing evaluation mechanism for ‘learning and development’ of employees and carry out necessary changes for improvement
  • Centralise and coordinate the annual training plan and support its implementation
  • Develop the yearly training needs assessment, define and coordinate training plan for the mission’s staff

PSEA Policy

  • Support the deputy general coordinator regarding the implementation of the updated MdM PSEA (protection against sexual exploitation and abuse) policy
  • Ensure the implementation of a reporting and complain mechanism related to PSEA as per MdM’s policy
  • Train HR staff on presentation and implementation on PSEA policies
  • Ensure visibility within the offices, on PSEA policies at work and define a prevention plan if needed

Legal Compliance

  • Support the deputy general coordinator regarding the timely renewal of MdM MoU/registrations with line ministry
  • Ensure local tax laws are followed and deposit is done on monthly basis across the mission offices
  • Supervise processing expat staff visas, FRCs, travel authorizations with relevant ministries, authorities on timely manner
  • Alert the deputy general coordinator on any changes in the local regulations, labour or immigration laws
  • Supervise the organization of all legal documents, contracts in secured file with proper catalogue
  • Establish and monitor a contract with an employment lawyer

Your conditions of employment

  • Starting date: as soon as possible
  • 3-month contract
  • Gross monthly salary: €3,306
  • Position based in Beirut, Lebanon
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Guesthouse housing
  • 22.5 recovery days per year
  • 5 weeks of paid leaves per year
  • Health insurance (contribution 50% covered by MdM and 50% by the employee)
  • Insurance (repatriation…)

Your profile

  • Three years’ degree in management or HR related studies
  • Five years of experience in the same position with at least three years in the international humanitarian sector
  • Experience in a conflict setting or challenging environment is an asset  
  • Knowledge of Lebanon or the Middle East is an asset
  • Experience with MdM is an added value 
  • Good knowledge of training and recruitment process
  • Skills in budget analysis, payroll analysis, HR policies implementation and legal expertise
  • Excellent Windows skills (Word, Excel…)
  • Fluency in English is mandatory (both oral and written). Knowledge of French and/or Arabic is an asset
